Never double up on STAB attacks, ever. It's silly, and limits your coverage. Also, why Substitute? Sure it's a good move to use on a switch, but I can't see it helping you sweep due to Jolteon's below average HP stat. My suggestion for your Jolteon would be to run a Choice Specs set, it's fast and it has the SpAtk to back it up. Also, I would nix Signal Beam if I were you, the only Pokemon you're hitting hard that could possibly pose a huge threat are Torterra and Claydol, both of which have better counters to utilize.

I'm not repeating myself for your silliness, but in regards to Magnet Rise, that relies solely on your prediction. Magnezone is slow, so if you're facing a Gyarados that's feeling a little adventurous, you could be eating an EQ that would hurt just as bad as you hitting it with a TB or something similar.

You really need to make this guy into a revenge killer. Your weakness to Ground is quite gross, so making this dude into a Choice Scarf poke would really help you along.

OK, as for Pokemon to replace your silly ones with, here are a few:
~Zapdos
~Electrode
~Electivire
~Gyarados
Now to explain.
Zapdos
He's a good offensive and defensive Pokemon. He also has a lot of options. It'd be silly to exclude.
Electrode
He can set up Rain Dance, which would make Thunder actually viable. He's also a great lead.
Electivire
Great Pokemon if you can attract an electric attack. Which leads to my next Pokemon.
Gyarados
Baits electric attacks. Rips apart your weaknesses. Use it.
